ScotCharge consortium launches to accelerate HGV decarbonisation

New ScotCharge consortium to build a national blueprint for zero emission freight in Scotland

Three UK fleet electrification firms have come together to launch ScotCharge, a consortium aimed at accelerating the decarbonisation of Scotland’s heavy goods vehicle (HGV) sector.

Backed by Transport Scotland through its £2m HGV Market Readiness Fund, Fleete, VEV and Dynamon have joined together to deliver a sustainable roadmap for electrifying the nation’s 36,500-strong HGV fleet.

The ScotCharge consortium was designed to combine the full electrification value chain, with data analytics, infrastructure deployment and fleet transition expertise to create an investment-ready plan.

Wider consortium members include around 50 members of Scotland’s transport ecosystem including fleet operators, vehicle manufacturers and independent distribution network operators.

The initial business case is due to be delivered in December 2025, with a full report set for completion by March 2026.

Key elements of the programme will include fleet data analysis, hub infrastructure development and depot electrification.

Fleet data analysis will be led by Dynamon to identify electrifiable routes, optimal EVs, optimal charging infrastructure, site power requirements and total cost of ownership.

Hub infrastructure development will be led by Fleete to include site identification, surveys, design, costing, and delivery of charging hubs accessible to commercial fleets.

Depot electrification will be led by VEV to include site design and costing, power strategy, and the financing, delivery, and operation of depot charging infrastructure.

Responsible for 12% of transport emissions in Scotland, the decarbonisation of HGVs is a step towards the Scottish Government’s pledge to reach net zero by 2045 while creating opportunities for sustainable economic growth and energy resilience.

Amber Jamieson, HGV Decarbonisation team leader at Transport Scotland, said: “The HGV Market Readiness Fund is enabling operators, manufacturers, financiers, and charge point providers to collaborate on innovative projects that drive investment in HGV decarbonisation.

“The response from the sector has been strong, with high quality consortium projects proposed.

“These business cases will help identify opportunities to leverage private investment alongside public funding, accelerating the transition to zero-emission HGV fleets and supporting infrastructure across Scotland.”

Angus Webb, CEO of Dynamon, said: “ScotCharge brings a data-driven approach to fleet electrification, from data to depots.

“Using our ZERO software, we’ll analyse vehicle movements, duty cycles and energy demand to identify the most effective pathways for electric HGV adoption.

“This collaboration will give fleets the clarity they need to plan infrastructure and investment with confidence.”

Benjamin Dovey, UK sales director at Fleete Group, said: “Shared charging hubs provide convenient, low-cost charging for fleets of all sizes at key strategic locations as Scotland transitions to zero emission HGVs.

“As we’ve shown at the Port of Tilbury, shared charging hubs will maximise the return on government funding from Scottish Government, crowding in private investment.”
